Procedures for Company Registration in the ASYCUDA System in Iraq

Introduction:

The ASYCUDA system (Automated System for Customs Data) is an electronic platform developed by the United Nations Conference on Trade and Development (UNCTAD). It is used to modernize and facilitate customs procedures. Many countries, including Iraq and some Arab states, rely on it to expedite import and export processes, reduce corruption, and enhance transparency in customs transactions.

First: Submission of the Registration Request

The request is submitted to one of the branches of the General Commission of Customs or to its IT Department.

Second: Required Documents

A file must be submitted containing the following documents:

  1. An official letter from the company addressed to the General Commission of Customs, requesting registration in the ASYCUDA system.
  2. A copy of the company’s certificate of incorporation issued by the Companies Registration Directorate.
  3. A copy of the ID of the authorized director or the person authorized to handle customs procedures.
  4. Tax identification number or a certificate of tax registration.
  5. Import or export license (if applicable, depending on the company’s activity).
  6. An official power of attorney if the procedures are handled through a customs broker, along with a copy of the broker's ID.
  7. A copy of the lease contract or title deed for the company’s premises (sometimes required to prove the company’s actual presence).

Third: Technical Procedures for System Registration

After receiving the documents:

  1. The IT Department enters the company's data into the ASYCUDA system.
  2. A customs identification number (serial number) is issued for the company.
  3. A username and password are created to enable the company (or the authorized customs broker) to access the system.
  4. In some cases, the company or broker is required to sign a declaration committing to the proper use of the account and non-disclosure of login information.

Fourth: Training and Orientation (Optional but Recommended)

Some customs centers provide introductory courses or instructional booklets on how to use the ASYCUDA system.

Some large companies are required to attend official training sessions in cooperation with UNCTAD or the local supervising team.

Fifth: Follow-Up and Updates

The company must update its data in the system in case of any changes, such as:

Change of authorized director

Change of address or business activity

Addition or removal of a customs broker

Important Notes:

Registration in ASYCUDA is mandatory for any company wishing to conduct import or export operations.

It is essential to update the company’s information if any changes occur (e.g., change of address or authorized director).

Companies operating through multiple customs ports only need to register once, after which they can deal with all ports.

Some centers may charge a nominal registration fee, as directed by the Commission.
